SB 998 Changes How Customers Receive Shut-Off Notifications

Senate Bill 998 (SB 998) is designed to prevent service shut-offs for a set time and cap reconnection fees, regardless of the actual cost. The bill also changes rules on discontinuation of service for certain customer types and adjusts policy, notice, payment and reporting requirements.

Rowland Water District (RWD) currently provides 10-day final bill shut-off notices to nonpayment customers by placing a door hanger on the customer’s door. Due to new state law SB 998, nonpayment customers will now only receive notices via mail.
